1. Introduction 1. Introduction The University of Florida Division of Continuing Education (DCE) was established in 1972 to administer and support non-credit and designated credit programming sponsored by the University. DCE has the responsibility of insuring that these programs are conducted in accordance with the laws, rules, regulations, and policies of the State of Florida and the University. "The costs of these courses may be recovered from non-E&G sources such as grants, contracts, directly from the participants, and combinations of these sources..." (F.A.C. CH. 6C-8.002) UF guidelines require that DCE auxiliary accounts are set up for the collection of registration fees and the expenditure of these funds. Accounts... "are to be conducted in accordance with good business practices and with the laws, rules, regulations, and policies of the State of Florida and the University. While it is desirable that auxiliaries be given the flexibility they need to effectively and efficiently operate, it is also necessary that such activities be conducted in a manner that is proper and appropriate in appearance, as well as in fact." (http://www.fa.ufl.edu/uco/handbook/handbook.asp?doc=1.4.4.5 ) The Division's Conference Department provides planning and management services for non-credit and designated credit programs. UF units should contact the Conference Department early in the planning stage of programs or activities involving registration fees. Additional guidance and expectations regarding financial and internal controls have also been promulgated by the University of Florida. UF's Guiding Principles of Financial Management can be found at the University Controller's website http://fa.ufl.edu/uco/guiding-principles-financial-management.asp This Policy and Procedures Guide will assist you in managing your DCE program. If you have any questions or cannot find the information you need, please feel free to contact us at (352) 392-1701 or by email at conferences@dce.ufl.edu.
